摘 要:我国假期托管服务的发展经历了“家庭自主—市场为主—政府主导”三个阶段。当前政府为主的阶段呈现出责任主体从非政府到政府、服务主体从单一到多元、服务内容从学科到素质教育、覆盖范围从局部到全体、观念从家庭到“家校社”共育的转变趋向。基于现状分析,提出正确认识并处理好“兜底”与“发展”的关系、群策群力与因地制宜保证服务的可持续性、加强宣传培训形成“家校社”协同意识、构建“师范生+”新模式四个方面策略。The development of holiday custody services in China has gone through three stages:family autonomy,market dominance,and government leadership.The current stage of“government as the mainstay”is showing a trend of transformation of from responsible entities non-government to government,service entities from single to diverse,service content from disciplinary to quality education,coverage from partial to overall,and concept from family to collaborative education of family,school and society.Based on the analysis of the current situation,four strategies are proposed:correctly understanding and handling the relationship between“baseline”and“development”,brainstorming and adapting to local conditions to ensure the sustainability of services,strengthening publicity and training to form a“family,school and society”collaborative awareness,and constructing a new model of“normal students+”.
