摘　　要：文章基于全球气候变化背景,通过梳理研究近五年来图书馆界在国际气候赋权行动中的角色及贡献,探讨图书馆在应对气候变化过程中承担的任务。以此为基础分析我国图书馆开展气候赋权行动面临的挑战,并结合实情提出我国图书馆赋能全民参与气候变化行动的策略,包括:深化可持续发展素养培养,赋能公民气候行动能力;加强社会化合作,弥补公民个体差异;拓宽公民参与渠道,推动气候赋权行动全面实施。In the context of global climate change,this article examines the necessity and contributions of libraries in international climate empowerment actions over the past five years.It discusses the four roles libraries play in addressing climate change.Building on this,the article analyzes the challenges faced by Chinese libraries in undertaking climate empowerment actions and proposes strategies for empowering the public to participate in climate change actions.These strategies include deepening sustainable development literacy,empowering citizens with climate action capabilities,strengthening social cooperation,promoting the integration of digital technology and human resources,and expanding channels for citizen participation to facilitate the comprehensive implementation of climate empowerment actions.
