摘　　要：档案执法是依法治档的关键环节,关乎档案工作秩序的有效维护和档案的安全与利用。当前,在全面依法治国的背景下,档案执法面临执法衔接不畅、队伍专业化不足、法规不健全、监管乏力等诸多困境,亟须进一步作出完善。在梳理档案执法困境的基础上,从依法治档意识、体制机制、程序规范、执法方式等方面深入剖析这些问题的成因,提出了树立依法治档理念、健全法治体系、加强队伍建设、创新执法方法等一系列具有针对性的对策建议,以期为新时代档案执法的改革完善提供决策参考,为推进依法治档、建设法治档案提供理论支撑。Archives law enforcement is the key link of file management according to law,which is related to the effective maintenance of archives work order and the strong guarantee of archives security and utilization.At present,under the background of comprehensively governing the country according to law,archive law enforcement is faced with many difficulties such as poor connection of law enforcement,insufficient specialization of the team,imperfect laws and regulations,and weak supervision,which need to be further improved.On the basis of sorting out the dilemma of archival law enforcement,this paper deeply analyzes the causes of the problem from the aspects of law enforcement awareness,system mechanism,procedure norms and law enforcement methods,and puts forward a series of targeted countermeasures and suggestions,such as establishing the concept of law enforcement,improving the rule of law system,strengthening team construction and innovating law enforcement methods,in order to provide decision-making reference for the reform and improvement of archival law enforcement in the new era.It provides theoretical support for promoting the rule of law and building legal archives.
