我国档案工作者职业胜任力提升策略研究--基于日本认证档案工作者制度的探讨

摘　　要：为提高档案工作者的专业化程度,日本国立公文书馆自2020年6月起实施了“认证档案工作者”资格认证制度,该制度从知识技能、实务经验、调查研究能力三个方面对申请者进行从业资格认定,此举对提升日本档案工作者的职业胜任力产生了积极影响。反观我国,当前档案人才队伍建设与档案事业高质量发展的要求之间仍存在一定差距。档案人才管理体系尚不完善,档案人才总量和结构存在短板,同时档案人才培养也面临诸多瓶颈。为此,可以在借鉴日本认证档案工作者制度有益做法的基础上,结合我国实际情况,从建立具有本土特色的档案工作者资格认证制度、重构档案工作者的培训内容体系、创新档案工作者的知识更新机制、提升档案工作者的培训成效等方面,探索我国档案工作者职业胜任力提升策略。In order to improve the professionalism of archivists,the National Archives of Japan has implemented archivist certification system since June 2020,which assesses the applicants’professional qualification from three aspects,including knowledge and skills,practical experience,and investigation and research ability.It has played a positive influence on enhancing the professional competence of the archivists in Japan.At present,there is still a gap between the construction of the archival talent team in China and the requirement for high-quality development of the archival cause.The archival talent management system is not sound enough and there are many problems in the total number and the structure of archival talents and many bottlenecks in the cultivation of archival talents.In view of the beneficial practice of archivist certification system in Japan,the professional competence of archivists in China could be enhanced from the following aspects,including the establishment of the archivist certification system with local characteristics,the reconstruction of the system and the content of archivists’training,the innovation of the mechanism of updating the knowledge of archivists,and the enhancement of the effectiveness of archivists’training.
