摘　　要：1背景意义习近平总书记在党的“二十大”报告中明确提出,“坚持房子是用来住的、不是用来炒的定位,加快建立多主体供给、多渠道保障、租购并举的住房制度”,为我国完善住房制度和促进住房市场健康有序发展指明了方向。2023年1月,全国住房和城乡建设工作会议要求“牢牢抓住让人民群众安居这个基点,以努力让人民群众住上更好的房子为目标,从好房子到好小区,从好小区到好社区,从好社区到好城区,进而把城市规划好、建设好、治理好”[1-2]。1Background and Significance In the report of the 2Oth National Congress of the Communist Partyof China,General Secretary XI Jinping clearly stated,"Adhere to the principle that houses are for living in,not for speculation.Accelerate the establishment of a housing system that features multiple suppliers,multiple channels of support,and encourages both renting and purchasing".This guidance sets the direction for improving China's housing system and promoting the healthy and orderly growth of the housing market.
