摘  要:基于“内在逻辑-实践探索-现实挑战”的研究路径,对集体经营性建设用地入市改革进行深入研究。研究认为:(1)实现城乡土地“同地同权同价”改革目标的基础在于强化集体土地产权;(2)构建公平有序的市场配置体系是实现城乡统一建设用地市场的关键;(3)探索统筹兼顾的利益分配机制是农村集体经营性建设用地入市改革的重点;(4)通过盘活闲置土地资源是提升乡村经济发展、实现乡村振兴的必由路径。今后仍需在明晰产权主体、扩大入市范围与强化用途管制、完善收益共享机制、健全政策配套措施等方面,进一步推动农村集体经营性建设用地入市改革。The purpose of the research:Based on the research framework of"internal logic,practical exploration and practical challenges",to conduct in-depth research on the reform of collective operating construction land ente-ring the market,and to provide theoretical support for deepening the reform of rural collective operating construc-tion land entering the market.The research results:(1)The foundation for achieving the reform goal of"equal land,equal rights and equal prices"for urban and rural land is to strengthen collective land property rights;(2)Building a fair and orderly market allocation system is the key to achieving a unified urban-rural construction land market;(3)The balanced distribution of benefits is the focus of the reform of rural collective commercial construction land entering the market.(4)Revitalizing idle resources is an inevitable result of promoting rural economic development and achieving rural revitalization.The research conclusion:It is necessary to clarify the property rights subject,ex-pand the scope of entry into the market,strengthen use control,improve the revenue sharing mechanism,and im-prove policy supporting measures to further promote the reform of rural collective commercial construction land en-try into the market.
