摘　　要：应急管理是我国各级政府必须履行的一项重要职能,社区作为社会治理的基本单元,社区应急动员能力直接关系到突发公共事件的处置效率与政府的公信力.鉴于此,基于结构过程结果三维质量评价理论(Structure-Process-Outcome:SPO),结合社区应急动员能力评价视角和影响因素,提出"结构制度-过程管理-结果功能"三维评价结构,依此构建指标体系.通过内容效度检验筛选指标,运用层次分析法和熵值法确定指标权重,提高指标的精度和简洁度.Emergency management is an important function that governments at all levels must perform.As the basic unit of social governance,community emergency mobilization ability is directly related to the eficiency of handling public emergencies and the credibility of the government.In view of this,based on the structure-process-result three-dimensional quality evaluation theory,combined with the evaluation perspective and infuencing factors of community emergency mobilization ability,a three-dimensional evaluation structure of"structure system","process management"and"result function"was proposed to build an index system.The index is selected by content validity test,and the index weight is determined by AHP and entropy method to improve the precision and simplicity of the index.
