摘 要:在基层数字治理过程中,数字官僚主义、数字碎片化、数字素养缺失等问题日益凸显。而敏捷治理作为一种新型治理方式,能有效弥补这些不足。对安徽省C街道的数字治理实践的调查显示,其在数字治理过程中存在一系列制约因素。为此,构建基于“结构-过程-功能-价值”的分析框架,从而使敏捷治理在基层数字治理中充分发挥作用。在这个过程中,政府应着力扩大数字平台功能范围、推进科层破界、强化数字人才培养、提高居民数字认知、构建基层数字治理的协同机制,最终实现敏捷治理对数字治理的有效赋能。In the process of grassroots governance digitalization,issues such as digital bureaucracy,digital fragmentation,and lack of digital literacy have become increasingly prominent.Agile governance,as a new mode of governance,can effectively address these deficiencies.The investigation of digital governance practices in C Street,Anhui Province,reveals a series of constraining factors in the digital governance process.Therefore,it is necessary to construct an analysis framework based on“structure—process—function—value”to fully leverage agile governance in grassroots digital governance.In this process,the government should focus on expanding the functional scope of digital platforms,promoting the breakdown of bureaucratic barriers,strengthening the cultivation of digital talents,enhancing residents’digital cognition,and building synergistic mechanisms for grassroots digital governance,ultimately achieving effective empowerment of digital governance through agile governance.
