摘 要:为保障创新驱动发展战略有效实施,我国开展了以城市创新集聚区为典型代表的各级、各类创新空间载体的创建工作。指标体系在其规划、建设、管理各阶段均承担了重要作用,构建合理的规划指标体系对于科学编制相关规划、有效导控创新空间载体培育、发展意义重大。借鉴国内外相关经验,明确创新空间载体指标体系构建的底层逻辑,基于“全流程”导控视角,归纳“目标—策略—指标—行动”模式。以杭州未来科技城为例,进行创新集聚区规划指标体系构建实证研究,通过明确发展目标、谋划发展策略、构建指标体系、保障行动实施四个环节的传导衔接,切实发挥规划指标体系面向目标引导与实施管控的政策属性。To ensure the effective implementation of the innovation-driven development strategy,China has initiated the creation of various innovation space carriers at different levels,with urban innovation clusters as a typical example.The indicator system plays a crucial role in the planning,construction,and management stages of these innovation spaces.Developing a reasonable planning indicator system is of significant importance for scientifically formulating relevant plans and effectively guiding and controlling the cultivation and development of innovation space carriers.Drawing on relevant domestic and international experiences,this study clarifies the underlying logic of constructing an innovation space carrier indicator system.From a"full-process"control perspective,it summarizes the"goal-strategy-indicator-action"model.Using Hangzhou Future Science City as a case study,the research conducts an empirical study on the construction of an innovation cluster planning indicator system.By defining development goals,devising development strategies,constructing the indicator system,and ensuring the implementation of actions,the study aims to effectively utilize the policy attributes of the planning indicator system for goal-oriented guidance and implementation control.
