省级统筹能提高城镇职工基本医疗保险基金累计结余率吗?——基于2002-2021年省级面板数据的实证研究

摘　　要：受人口老龄化加剧影响,我国城镇职工基本医疗保险支出压力不断增大,给各地区医疗保险事业发展带来一定挑战,尤其是很多地区医疗保险还没有实现省级统筹,医疗保险基金面临严峻的形势,为此,国家多次出台相关文件,鼓励社会医疗保险实现省级统筹。在鼓励推进基本医疗保险省级统筹的政策背景下,本文通过构建多期双重差分模型,基于2002-2021年的省级面板数据实证检验省级统筹对职工医保基金累计结余率的影响。研究发现,省级统筹对职工医保基金累计结余率有着显著的正向影响,实行省级统筹省份的职工医保基金累计结余率提升幅度高于尚未实现省级统筹的省份,基金抗风险能力强。这一研究结论为推动职工医保省级统筹提供了理论和现实依据。Affected by the aging of the population,China's urban workers basic medical insurance expenditure pressure is increasing,to the development of medical insurance in various regions has brought certain challenges,especially in many areas,medical insurance has not yet achieved provincial pooling,medical insurance funds are facing a grim situation,to this end,the state has repeatedly issued relevant documents to encourage social medical insurance to achieve provincial pooling.Under the policy background of encouraging the promotion of provincial pooling of basic medical insurance,this paper empirically tested the impact of provincial pooling on the cumulative balance rate of employee medical insurance fund based on provincial panel data from 2002 to 2021 by constructing a multi-period differential model.It is found that provincial pooling has a significant positive impact on the cumulative balance rate of employees'medical insurance fund.The increase rate of the cumulative balance rate of employees'medical insurance fund in provinces that implement provincial pooling is higher than that in provinces that have not yet realized provincial pooling,and the anti-risk ability is strong.This conclusion provides theoretical and practical basis for promoting the provincial pooling of employee medical insurance.
