摘 要:中国的“海洋强国”战略为其成为海洋强国指明了方向,并规划了行动指南。在该战略下,中国不仅要注重资源开发能力、海洋科学技术等硬实力的发展,也需要重视海洋话语权等软实力的培养,从而更好地保护生态环境、维护本国的海洋权益,进而建成海洋强国。中国的海洋话语权是其国际话语权的重要构成。随着中国“海洋强国”战略的推进及其对海洋全球治理的重视和参与,中国的海洋话语权有所提高。但同时,中国海洋话语权的提升仍然受到外部话语环境、话语客体与中国自身能力等多方面的挑战和限制。对此,中国可以通过调整和塑造外部话语环境、对话语客体采取不同的互动方式,以及丰富和提高自身海洋话语传播的策略和能力,以讲好自身的“海洋故事”。China’s“maritime power”strategy has pointed out the direction for it to become a maritime power and planned action guidelines.Under this strategy,China not only needs to focus on the development of hard power such as resource development capabilities and marine science and technology,but also needs to attach importance to the cultivation of soft power such as maritime discourse power,in order to better protect the ecological environment,safeguard its maritime rights and interests,and ultimately build a maritime power.China’s maritime discourse power is an important component of its international discourse power.With the advancement of China’s“maritime power”strategy and its emphasis and participation in global ocean governance,China’s maritime discourse power has been enhanced.However,at the same time,the enhancement of China’s maritime discourse power still faces challenges and limitations from various aspects such as the external discourse environment,discourse objects,and China’s own capabilities.In this regard,China can adjust and shape the external discourse environment,adopt different ways of interaction with discourse objects,and enrich and improve its own strategies and abilities in ocean discourse dissemination to tell its own“maritime story”well.
