摘　　要：对外科技合作是韩国科技战略布局中的重要一环,也是近年来韩国在科技领域频获佳绩的重要保障。过去几十年来,韩国与美、欧、日、俄等主要科技强国在联合研究、人才交流等方面开展合作,助推了韩国科技的发展。中韩建交后,科技合作成果丰硕,成为韩国对外科技合作的主要增长点。但近年来,美国拉拢盟友搞对华“科技脱钩”,而奉行“价值观外交”的尹锡悦政府一定程度上主动迎合,使中韩科技合作的外部环境严重恶化。面向未来,中韩两国应采取从易到难、灵活多元的策略,稳步筑牢科技领域的长期合作基础。Foreign science and technology cooperation is an important part of South Korea’s science and technology strategy,and it is the crucial guarantee of its success in science and technology field in recent years.Over the past decades,South Korea has cooperated with major science and technology powerhouses such as the United States,Europe,Japan and Russia in joint research and talent communication,which has contributed to the development of its science and technology.After the establishment of diplomatic relations between China and South Korea,science and technology cooperation has been fruitful and has become a major growth point for South Korea’s foreign science and technology cooperation.However,in recent years,the U.S.has been trying to unite its allies to“decouple science and technology”from China,and the Yoon Seok-youl government,pursuing the“values diplomacy”,has taken the initiative to cater to America’s strategy to a certain extent,which has seriously deteriorated the external environment for science and technology cooperation between China and South Korea.Considering the future development,China and South Korea should adopt a flexible and diversified strategy that starts from the easy to the difficult,steadily building a solid foundation for long-term cooperation in the field of science and technology.
