农村人力资本促进农业低碳全要素生产率增长的路径研究

摘　　要：以2000—2021年省级面板数据为依据,根据影响机理构建多重中介模型,用SBM-GML方法测算农业低碳全要素生产率,引入农业技术进步、农业生产率、农村劳动力转移和农业规模经营作为中介变量,考察农村人力资本影响农业低碳全要素生产率的效应和路径。研究表明:农村人力资本能直接推动农业低碳全要素生产率增长;农村人力资本能通过技术进步、生产率提升、劳动力转移和规模经营等效应间接促进农业低碳全要素生产率增长。为实现乡村人才振兴、推进“双碳”目标,提高农业低碳全要素生产率,应以乡村振兴为抓手,实现人才驱动低碳发展;以技术革新为动能,加强低碳技术赋能;以三产融合为着力点,激发生产率提升潜能;以非农就业为方向,引导劳动力转移;以提质增效为方式,扩大经营规模。Using provincial panel data from 2000—2021,constructing a multiple mediation model based on the influence mechanism,measuring agricultural low-carbon total factor productivity with the SBM-GML method,and introducing agricultural technological progress,agricultural productivity,rural labor force transfer,and agricultural scale operation as mediating variables,we examine the effects and paths of rural human capital in influencing agricultural low-carbon total factor productivity The study concludes that:rural human capital can directly influence agricultural low-carbon total factor productivity.The study concludes that rural human capital can directly promote the growth of agricultural low-carbon total factor productivity;rural human capital can indirectly promote the growth of agricultural low-carbon total factor productivity through the effects of technological progress,productivity enhancement,labor force transfer and large-scale operation.To realize the revitalization of rural talents,promote the goal of“dual-carbon”,and improve the low-carbon total factor productivity of agriculture,we should take the revitalization of the countryside as a hand to realize the talent-driven low-carbon development;take technological innovation as a driving force to strengthen the empowerment of low-carbon technology;take the integration of the three sectors of industry as a focus point to stimulate the potential for productivity enhancement;take the direction of non-agricultural employment to guide the labor force to transfer;and take the improvement of quality and efficiency as a key factor to enhance the productivity of agriculture.To improve quality and efficiency,expand the scale of business.
