摘 要:南京国民政府时期,国民党将保甲由乡村引入城市,在城市社会构建起市政府-区公所-保办公处-甲四级科层体系。抗战胜利后汉口等城市区公所的权势并非一直凌驾于保办公处之上。区公所不仅在保甲人事任免上受制于以保长为代表的下层力量,区长还时常需要拉拢所辖保长,以便推行政务,因而在抗战胜利后汉口市基层政治中出现一种权势虚悬的现象。究其缘由,区公所组织资源有限、城市基层建构的制度缺陷等是造成上述现象的主要因子。由是,国民党虽然在城市建立全新的科层体制,但制度层面的缺陷并未有效增强政府的基层统合能力。During the period of the Nanjing National Government,the Kuomintang introduced Baojia from the countryside to the city,and built a four-level bureaucratic system of municipal government-district office-Baojia office in the urban society.Different from the imagined power pattern,the power of the public offices in Hankou and other cities after the war was not always above the Bao office.The district office is not only constrained by the basic forces represented by the Bao chief in the appointment and removal of personnel,but also the district chief sometimes needed to win over the Bao chief to facilitate the smooth implementation of government affairs.so there is a phenomenon of power suspension in the grassroots politics of Hankou City after the war.The main reasons are the limited resources of the district office and the system defects of the city grassroots construction.Therefore,although the Kuomintang established a new bureaucratic system in the city,the defects at the institutional level did not effectively enhance the government’s grass-roots integration ability.
