摘  要:数字化时代来临,人工智能已成为推进国家治理体系和治理能力现代化发展不可或缺的重要一环。人工智能嵌入国家治理具有深层次的内在逻辑,是立足马克思恩格斯技术观的理论根基,顺应技术变革推动数字化治理的时代进程,发挥中国特色社会主义显著优势为其嵌入提供根本保障。人工智能嵌入国家治理的存在样态是建立在机器学习和深度学习的核心维度上,从人驾驭技术的交互治理视域来看是价值耦合,从技术服务于人的交互治理视域来看是技术扩散。人工智能嵌入国家治理加持新技术,打造人机协同治理新格局,实现国家治理数字化新发展。With the advent of the digital age,artificial intelligence has become an indispensable part of promoting the modernization of national governance system and governance capacity.The embedding of artificial intelligence into national governance has deep internal logic.It is based on the theoretical foundation of Marx and Engels’concept of technology,complies with the technological change and promotes the process of digital governance,and provides the fundamental guarantee for its embedding by playing the significant advantages of socialism with Chinese characteristics.The existence pattern of artificial intelligence in national governance is based on the core dimensions of machine learning and deep learning.From the perspective of interactive governance of human-driven technology,it is the existence pattern of value coupling;from the perspective of interactive governance of technology serving people,it is the existence pattern of technology diffusion.Artificial intelligence is embedded in national governance with new technologies,creating a new pattern of man-machine collaborative governance,and realizing the new development of digital and intelligent national governance.
