摘　　要：推进农业农村现代化是全面建设社会主义现代化国家的重大任务,其本质是生产力的现代化。新质生产力是以“创新”为内核的全新质态的先进生产力,新质生产力这一“技术—经济”全新范式,标志着中国特色社会主义现代化建设进入新质生产力时代,为农业农村现代化提供了根本遵循,赋予了农业农村现代化新的内涵。通过发挥颠覆性创新技术对一般性创新技术的替代效应及两者之间的互补效应,诱导制度创新,新质生产力将成为农业农村现代化的驱动力。然而,当前我国农业农村现代化仍面临农业科技创新能力不强、新型生产要素供给不足、新型生产关系创新发展滞后与城乡要素市场尚不完善等现实问题,与新质生产力的发展要求不协调、不匹配,亟待将创新贯穿农业农村现代化全过程,加快生产要素升级、生产方式转型、农村动能提升,并从政策上予以保障。Agricultural and rural modernization is a major task in building China fully a modern socialism country;and its essence lies in the modernization of productivity.New quality productivity(NQP)is a new advanced productivity with innovation as its core;and this new techno-economic paradigm of NQP marks the modernization of socialism with Chinese characteristics has entered the era of NQP forces,which provids the fundamental guidance for agricultural and rural modernization and endowing it with new connotations.With its disruptive and innovative technology,NQP will become the engine of agricultural and rural modernization by exerting its substitution and complementary effect on general innovative technologies and inducing institional innovations.However,weak innovation capabilities in agricultural science and technology,insufficient supply of new factors of production,the lagging behind of new productive relationship,the imperfect urban-rural market,etc,are all the prevalent realistic problems exsiting in the agricultural and rural modernization in China,which is incongruous and unfit for the development requirements of NQP.Therefore,innovation,the upgrading of production factors,the transforming of production methods and the enhancement of rural kinetic energy are all desperately needed throughout the entire process of agricultural and rural modernization,and corresponding policy measures should also be provided.
