宁夏县域科技创新能力监测评价指标体系构建与实证分析

摘　　要：实施创新驱动发展战略,基础在县域,活力在县域,难点也在县域。开展县域科技创新能力监测评价,有助于能够全面、准确掌握县域科技创新发展情况,进而实现精准发力、科学施策,促进县域科技创新能力快速跃升。文章从定量的角度建立能反映县域科技创新特性、可比性强、易于操作的监测评价指标体系,并进行实证研究。研究结果表明,县域科技创新能力监测评价指标体系对县域科技创新能力提升有着显著的借鉴作用。就如何进一步提高县域科技创新能力,文章提出了进一步提高相关人员认识水平,发挥政策引导作用;加大投入,激发企业创新动力;合理布局,优化科技资源配置;多措并举,促进科技成果转化;营造环境,激发县域创新活力等具体建议。To implement the innovation-driven development strategy,the foundation,vitality and the difficulties all lie in the county.Conducting monitoring and evaluation of county-level S&T innovation capabilities can help comprehensively and accurately grasp the status of S&T innovation,thereby ensuring targeted and scientific policy implementation,and promoting the rapid leap of S&T innovation capabilities.In view of this,the article establishes a monitoring and evaluation index system that can reflect the characteristics of county-level S&T innovation,which is comparable and easy to operate from a quantitative perspective,and conducts empirical research.The research findings indicate that the system has a significant effect on the enhancement of county-level S&T innovation capability.Hence,some suggestions on how to further enhance the technological innovation capability are proposed in terms of enhancing the awareness of relevant personnel and leveraging policy guidance;Increasing investment and stimulate the innovation drive of enterprises;Reasonable layout and optimized allocation of technological resources;Taking multiple measures to promote the transformation of S&T achievements;Creating an environment to stimulate innovation vitality in counties.
