摘 要:在一国两制背景下香港地区与内地公务员交流历经了从“实习交流”到“暂驻交流”若干阶段的发展变迁。在我国公务员交流制度实践中有实习交流、挂职交流与暂驻交流三种主要方式,三者的性质、内容、实施依据、运作向度、时间跨度和适用对象等都有所不同。当前香港地区与内地公务员交流面临诸如公务语词、工作模式、规则机制以及行政文化的两地差异带来的难题和挑战,对此,公务员交流有必要开展职前培训,以目标为导向匹配城市“精准”派遣,兼顾工作生活习惯做好岗位适配,对接跨境规则与机制并以制度促进交流效能。Under the background of “One Country,Two Systems”,the civil servant exchange between Hong Kong region and the Mainland has gone through several stages of development and changes from “internship exchange” to “temporary appointing exchange”.In the practice of China's civil servant exchange system,there are three main methods:internship exchange,exchange of taking a temporary post,and temporary appointing exchange.The nature,content,implementation basis,operational direction,time span,and applicable objects of the three are different.The current exchange of civil servants between Hong Kong region and Mainland faces challenges and difficulties due to differences in official language,work patterns,rules and mechanisms,as well as administrative culture.Therefore,it is necessary for civil servants to conduct pre-job training,so as to match “precise” dispatch of the city with the goal as the orientation,balance work and life habits,adapt to job positions,connect with cross-border rules and mechanisms,and promote exchange efficiency through institutional means.
