摘　　要：智慧平台是优化公共服务供给方式、提高公共服务供给水平和改善公共服务供给质量的首要选择。基于B区S街智慧大物管个案,对智慧平台促进公共服务高质量供给过程进行系统呈现。研究发现,智慧平台的链接、缩放、中介和动员功能在公共服务高质量供给过程中发挥着核心作用,倒逼公共服务理念从被动转向主动,公共服务结构从层级化转向扁平化,公共服务内容从粗放型转向精细型,公共服务方式从繁琐型转向便捷型。这些转型解决了公共服务供给中隐藏的资源冲突、权力冲突和边界冲突,有效提升了人民的安全感、幸福感和获得感,促进了公共服务的高质量供给。Smart platforms are the primary choice for optimizing the mode of public service supply,improving the level of public service supply,and enhancing the quality of public service supply.Based on the case of“Smart Realty Management”in S Street,B District,this paper presents a systematic presentation of the process of promoting high-quality supply of public services through smart platforms.Research has found that the linking,scaling,mediating,and mobilizing functions of smart platforms play a core role in the high-quality supply of public services,forcing the concept of public services to shift from passive to active,the structure of public services to shift from hierarchical to flat,the content of public services to shift from rough to refined,and the mode of public services to shift from cumbersome to convenient.These transformations have resolved hidden resource conflicts,power conflicts,and boundary conflicts in public service supply,effectively enhancing people's sense of security,happiness,and fulfillment,and promoting high-quality supply of public services.
