以数字化转型推动民航资金清算高质量发展的思考

摘　　要：为推动民航资金清算高质量发展,提升清算服务效能,民航局清算中心围绕资金清算数字化转型开展了许多富有成效的探索和实践。本研究旨在通过分析统一清算工作开展背景下机场资金清算环节面临的问题,提出相应的系统提升策略。分析发现,通过优化平台功能设计、加强业务流程规范以及设计合理校验规则、数字化赋能提升机场数据质量能够有效提升平台数字化水平与资金清算质量。研究成果对机场收费系统的开发设计、推动民航资金清算工作高质量发展具有广泛实践指导意义。In order to promote high-quality development of civil aviation capital settlement and improve the efficiency of clearing service,the CAAC Settlement Center has carried out many fruitful explorations and practices in digital transformation of capital settlement.The purpose of this study is to analyze the problems in airport capital settlement under the background of unified liquidation,and put forward systematic improvement strategies.It is found that the digitalization level of the platform and the quality of capital settlement can be improved by optimizing the functional design of the platform,strengthening the business process specification,designing reasonable verification rules and enhancing the airport data quality through digitalization empowerment.The research results have extensive practical guiding significance for the development and design of airport charging system and the promotion of high-quality development of civil aviation capital settlement.
