中国省域柑桔出口优势比较及协同发展对策

摘　　要：在中国发展成柑桔生产种植大国的进程中,柑桔出口发挥着极为重要的作用,但是中国地域辽阔,各省域因资源要素禀赋等差异引发的柑桔出口“不平衡、不充分”问题也不容忽视。从省域差异层面分析导致柑桔出口规模、出口结构和出口价格差异的深层原因,具有一定的研究意义。通过柑桔出口相对比重和显示性比较优势指数等两个指标来分析各省域柑桔出口的比较优势,发现经济总量大的省域柑桔出口相对比重和显示性比较优势指数普遍较低,柑桔出口相对比重大的省域则普遍具有明显的比较优势;各省域近几年柑桔出口相对比重与显示性比较优势波动平缓,甚至有些许下降趋势。为促进中国各省域柑桔出口的协同发展,推动中国柑桔出口的高质量发展,应推动柑桔出口资源要素流通,充分发挥各省域柑桔出口比较优势;明确各省域柑桔出口市场导向,因地制宜制定柑桔出口战略;鼓励省域间柑桔出口联动发展,强化柑桔出口协同激励政策。In the process of China’s development into a major citrus producing country,citrus export plays an extremely important role.However,China is a vast country,the imbalance and insufficiency of citrus export caused by different resource endowment in each provincial area should not be ignored.It is of research significance to analysis the deeper reasons leading the differences in citrus export scale,export structure and export price at the level of provincial differences.Analyzing the comparative advantages of citrus export by provincial area through two indicators,including the OG and RCA of citrus export,it was found that,the OG and RCA of citrus export were generally lower in provinces with large economies,while provinces with a significant OG of citrus export generally had a clear comparative advantage.The OG and RCA of citrus export of each provincial area had a flatted fluctuation in recent years,even with a slight downward trend.In order to promote the synergistic development of China’s provincial citrus export and the high-quality development of China's citrus export,it is necessary to promote the circulation of citrus export resources and give full play to the comparative advantages of provincial citrus export,clarify the market orientation of provincial citrus export,and formulate the citrus export strategy in accordance with the local conditions.It is necessary to encourage the cooperative development of provincial citrus export,and to strengthen the synergistic and incentive policies for citrus export.
