摘　　要：日本政府官方文件对“高质量基础设施”的概念和原则做出清晰界定,其目的就是在推动海外基础设施建设的过程中,有一个明确的“日本规则”。从“规则导向”的视角来看,日本提出建设“高质量基础设施”,实际上就是一个规则的塑造过程。在对非基础设施建设的过程中,日本通过制定基础设施建设规则,时刻突显自身基础设施的“高质量”,提升日本在基础设施领域的海外出口竞争力,从而扩大基础设施的海外销售市场。日本对非政策的本质,是要将非洲打造为“高质量基础设施”建设的典型示范,再由点及面,将塑造的“高质量基础设施”建设规则扩散为广泛适用于国际社会的国际经贸规则,由此抢占新一轮国际经贸规则主导权。The concept and principles of"quality infrastructure"have been clearly defined in official documents of the Japanese Government,with the aim of establishing a clear"Japanese rule"in the process of overseas infrastructure construction.From the perspective of"rule-oriented",Japan's proposal to build'quality infrastructure"is actually a rule-shaping process.In the process of building infrastructure in Africa,through the rule-making for infrastructure construction,Japan especially emphasizing the quality of its infrastructure,so as to enhance the competitiveness of Japan's overseas exports in the field of infrastructure,and thus expand the overseas sales market for infrastructure.The essence of Japan's policy towards Africa is to make Africa a typical example of"quality infrastructure"construction,and then,from point to surface,spread principles for"quality infrastructure"into international economic and trade rules that are widely applicable to the international community,thereby seizing the dominant power in the new round of international economic and trade rules.
