中日产业政策范式变迁的差别及其根源

摘　　要：尽管同为典型的发展型国家,但是中日两国产业政策的范式变迁的启动方式明显不同。中国的产业政策范式变迁启动迅速,涉及大量产业,可以概括为适时的全面变革;日本的产业政策范式变迁久拖不决,仅在近年局部重启,可以总结为迟疑的局部调整。依据主流政策理论,可以发现这种差别源于经济结构与经济理念的不同。在中国,基于自主原则的发展主义抑制了特定经济学流派的影响,为政策范式的变迁创造了可能,国际经济关系的内在张力为政策范式变迁提供了动力。在日本,长期处于主流经济理念地位的新古典经济学限定了政策范式变迁的空间、压制了国际竞争力下降引发的政策调整压力,近年来国际政治经济格局的急剧变化使得政策范式变迁出现在特定产业。Although both China and Japan are typical developing states,they initiated industrial policy paradigm shifts significantly differently.China's industrial policy paradigm shift started quickly and involved a wide range of industries,which can be summarized as a timely comprehensive reform.In contrast,Japan's industrial policy paradigm shift has been delayed for a long time and has only recently been partially restarted,which can be described as a hesitant partial adjustment.According to Peter Hall's theory of policy paradigm,this difference arises from the divergence in economic structures and economic ideas.In China,developmentism based on the principle of indigeneity has suppressed the influence of specific economic schools of thought,creating possibilities for policy paradigm shifts.The inherent tension in international economic relations provides the motivation for policy paradigm shifts.In Japan,the long-standing dominance of neoclassical economics has limited the space for policy paradigm shifts and suppressed the pressure for policy adjustments induced by declining international competitiveness.The dramatic changes in the international political and economic landscape have led to policy paradigm shifts in specific industries in Japan.
