摘　　要：俄乌冲突爆发以来,能源安全的地缘政治维度再度成为国际社会关注的焦点,并对全球能源秩序产生了深远的影响。在国际能源市场中,美欧选择“能源去俄化”并以能源为重点领域对俄罗斯发起多轮制裁,而日本作为俄罗斯的能源出口对象之一,其在天然气等能源供应上面临严重“依俄”困境的同时,又希望以“能源去俄化”为契机寻求自身能源安全转型。为此日本一方面逐渐降低对俄能源进口比重,同时加速其能源安全战略重塑,包括加速推进核能项目的重启布局、强化能源转型中的政府主导因素、推进区域倡议与日美合作3个方面,以期实现新的能源安全战略目标,力图在新一轮新能源革命中占据有利地位。Since the outbreak of the Russia-Ukraine conflict,the geopolitical dimension of energy security has once again become a focal point of international attention,exerting a profound influence on the global energy order.In response to this crisis,the United States and Europe have adopted a strategy of"energy de-Russification"and imposed multiple rounds of sanctions on Russia,with energy as a key sector.Japan,one of Russia's energy importers,faces a significant dilemma of dependency on Russian energy supplies,particularly in natural gas.At the same time,Japan views this situation as an opportunity to transform its energy security strategy away from reliance on Russia.Japan has thus begun to reduce its energy imports from Russia while simultaneously accelerating the reshaping of its energy security strategy.This includes efforts to restart its nuclear energy projects,strengthening the governments leadership in energy transitions,and promoting regional initiatives and cooperation with the United States.Through these measures,Japan aims to achieve new strategic objectives in energy security and position itself favorably in the ongoing global energy revolution.
