中美战略竞争背景下澳大利亚对外战略变化的多重国家身份认知因素  

Multiple National Identities Perception in the Changes of Australian Foreign Policy in the Context of U.S.-China Strategic Competition

摘　　要：2016年起澳大利亚的对外战略发生明显变化,主要表现为追随美国制衡中国、加入或加强以美国为主导的小多边机制、加大对南太岛国的战略资源投入等行为。作为美国盟友又与中国存在紧密经济联系,澳大利亚不可避免地受到中美战略竞争的影响。本文从澳大利亚的多重国家身份认知出发,探讨其对外战略在中美战略竞争背景下发生变化的原因。本文认为澳大利亚存在三种国家身份,即西方海上霸权代言人、中等强国和南太霸主身份,而前两种身份存在矛盾且在中美战略竞争背景下难以共存。因此,在中美战略竞争背景下,澳大利亚的身份认知以西方海上霸权代言人和南太霸主为主导。这种身份认知的变化引发了澳大利亚对外战略的变化,同时也体现出澳大利亚对以美国为主导的西方体系的忠诚和对南太地区的高度关注。Since 2016,Australia's foreign policy has undergone significant changes,primarily manifested in aligning with the U.S.to balance China,joining or strengthening minilateral mechanisms led by the U.S.,and increasing strategic resource investment in South Pacific island countries.As an ally of the U.S.but with close economic ties to China,Australia is inevitably influenced by the strategic competition between China and the U.S..Starting from the perception of Australia's multiple national identities,this article explores the reasons for the changes in Australia's foreign policy in the backdrop of the strategic competition between China and the U.S.The article argues that Australia has three national identities,including the spokesman for Western maritime hegemonic power,middle power,and the hegemonic power in the South Pacific.The first two identities are contradictory and difficult to coexist in the context of the strategic competition between China and the U.S..Therefore,in the context of Sino-U.S.strategic competition,Australia's identity is dominated by the spokesperson of Western maritime hegemony and the hegemon of the South Pacific.This shift in identity perception has led to changes in Australia's foreign policy,while also demonstrating Australia's loyalty to the Western system led by the U.S.and its its high attention to the South Pacific region.
