中等强国地位与佐科政府经济外交政策的变迁:“属性—角色”的视角

摘　　要：长期以来,印尼在全球分工体系中处于边缘地位,面临着来自域外大国的竞争压力,对区域秩序的影响力较为有限。佐科政府自2014年当选后,一系列的外交举措反映出其基于自身的“中等强国”地位,推动印尼走出“边缘地带”发展困境的尝试。印尼“中等强国”地位可以从属性地位和角色地位两个维度予以理解。一方面,属性地位强调对一国地位造成影响的客观物质属性。佐科政府通过保护主义的外交政策着力推动印尼国内制造业的独立发展,吸引外资加强基础设施建设,以夯实印尼“中等强国”地位的国内经济基础;另一方面,角色地位强调对一国地位造成影响的互动与承认过程。佐科政府在保证属性地位的基础上积极参与区域事务,努力通过领导区域治理进程进而在东盟和G20等现有制度框架中发挥影响力。本文从国家的需求层次出发,通过对印尼的属性地位和角色地位的分析,总结佐科政府十年来经济外交政策的特点,以期为分析未来印尼政府外交政策走向提供有价值的思考。For a long time,Indonesia has been on the periphery of the global division of labor system,facing pressure from competition with major external powers and having limited influence on regional order.Since the presidential election in 2014,President Joko Widodo's government has undertaken a series of diplomatic initiatives reflecting its attempts to overcome Indonesia's peripheral status by leveraging its position as a“middle power”.This“middle power”status can be understood from two dimensions:trait status and role status.On the one hand,trait status emphasizes the objective material attributes that influence a country's status.Focusing on trait status,the Jokowi government has promoted protectionist foreign policies to foster the independent development of Indonesia's domestic manufacturing industry and attract foreign investment in infrastructure,aiming to solidify Indonesia's economic foundation as a“middle power”.On the other hand,role status emphasizes the processes of interaction and recognition that influence a country's status.Focusing on role status,the Jokowi government has actively participated in regional affairs to lead regional governance processes while ensuring the country's trait status,seeking to exert greater influence within existing frameworks such as ASEAN and the G20.From the perspective of national needs,the discussion of trait status and role status provides a comprehensive analytical framework to understand Indonesia's policies aimed at attracting foreign investment,promoting domestic economic development,and participating in regional governance.This framework offers a new perspective for understanding the characteristics of the Jokowi government's economic diplomacy over the past decade.
