高校高水平运动队发展的本质要求与治理逻辑

摘　　要：进入新发展阶段,体教融合背景下,国家和社会对高校高水平运动队有必然需求,教育的本质是培育人的潜力,需正确认识竞技体育的育人价值和重要作用,发挥高校高水平运动队上下联动的枢纽作用,助推教育强国、科技强国、人才强国、文化强国、体育强国、健康中国建设。竞技体育举国体制取得优异成绩,但也抑制了教育体系发展竞技体育的动力,体教融合政策将国民教育体系作为培养高水平运动员的重要通道,消除竞技体育、学校体育两个系统之间的壁垒和障碍。高校高水平运动队具有教育、竞技、学训矛盾、公平竞争、业余性、普及化、规范化等本质特性,遵从政府主导、高校主责、大体协主管的协同治理逻辑,建立共建共治共享的制度体系,通过改革创新,消解思维定势,破解利益障碍,拆解路径锁定,推动国家教育和体育的强力发展。As China enters a new stage of development and under the background of the integration of sports and education,there is an inevitable demand for high-level sports teams in colleges and universities from both the state and society.The essence of education is to cultivate human potential,and it is necessary to correctly understand the educational value and important role of competitive sports where high-level sports teams in universities play the pivotal role of helping China become a leading country in culture,education,talent,sports,and health.The national system of competitive sports has achieved remarkable results,but it has also suppressed the driving force for the development of competitive sports in the education system.The policy of integrating sports and education regards the national education system as an important channel for cultivating elite athletes,eliminating barriers and obstacles between the two systems of competitive sports and school sports.High-level sports teams in universities have essential characteristics such as education,competitiveness,contradiction between learning and training,fair competition,amateurism,popularization,and standardization.They follow the collaborative governance logic of government playing the leading role,universities bearing main responsibilities,and the Federation of University Sports of China taking charge".Through the establishment of a system based on collaboration,co-governance,and common gains,as well as through reforms and innovations,we can dispel fixed mindsets,overcome interests barrier,eliminate path obstacles,and thereby promote the robust development of national education and sports.
