突发公共卫生事件背景下社区护理应急管理体系的构建研究

摘　　要：伴随重大的突发公共卫生事件的出现,国内对于建立与完善护理应急管理体系以便于应对突发公共卫生事件的需求凸显,尤其是社区护理应急管理体系的建立。该研究参考国内外突发公共卫生事件的相关文献,结合国内医院在既往突发公共卫生事件中的相关实践,梳理并探讨病例识别及其检测、生物医学和社会行为干预、个体行为的影响以及公共卫生中的风险沟通对社区突发公共卫生事件的影响,在此基础上提出了构建社区突发公共卫生事件护理管理体系构建策略。With the emergence of major public health emergencies,the need to establish and improve the nursing emergency management system in order to cope with public health emergencies has been emphasized in China,especially the establishment of community nursing emergency management system.With reference to the relevant literature on public health emergencies at home and abroad,and in combination with the relevant practices of domestic hospitals in previous public health emergencies,this study compiles and explores the impact of case identification and its detection,biomedical and social behavioral interventions,the influence of individual behaviors,and risk communication in public health on public health emergencies in the community.On this basis,a strategy for building a nursing management system for community public health emergencies is proposed.
