摘　　要：百年变局,百年潮涌,全球文明互鉴和中外人文交流深度发展,中国作为崛起国走向世界舞台中央,中国形象、故事亟须更多地方形象、故事的填充与发展,如何讲故事、树形象、谋发展面临更多挑战。本文在习近平新时代中国特色社会主义思想指引下对地方领导干部公共外交素养的前提提出一个道义现实主义与国家治理体系现代化分析框架,认为领导者作为驾驭全局的能动性要素,对地方领导干部公共外交素养进行命题,从国家形象视角、国家利益视角、话语权视角分析其要求,从概念范围、来源与切入点对其进行辨析,从指引方向、有效路径与现实检验对其培育进行研究,服务中国外交和地方发展大局。The world is currently in a state of great transformations once in a century.With the deep development of cultural exchanges between China and the world,China steps on the world stage as a rising nation.Chinese image and story of China are in urgent need to be filled and developed.How to tell a story,build an image,and seek development is faced with more challenges.Under the guidance of Xi Jinping Diplomatic Thought on Socialism with Chinese Characteristics for a New Era,this paper puts forward an analytical framework of moral realism and modernization of national governance system on the premise of local leading cadres’public diplomatic quality.The author holds that leaders,as the dynamic elements,should be in charge of the overall situation,carry out the proposition of public diplomacy quality of local leading cadres,and analyze requirements from the perspectives of national image,national interests and discourse power.The paper also analyzes it from the concept scope,source and point of entry,studies its cultivation from the guidance direction,effective path and reality test,with the aim of serving China’s diplomacy and local development.
