摘　　要：针对国内外以及黑龙江省入河排污口监督管理体系、国内入河排污口分级分类管理情况开展研究;对黑龙江省入河排污口排查整治工作及日常监督管理二个阶段进行了分析,以排污口一级分类做为基础指标,选取近期易获取的风险指标,采用条件判断法,研究形成黑龙江省入河排污口分级分类原则及初步分级管理方式;结合入河排污口类型、数量及分布现状,分析黑龙江省入河排污口监督管理中应重点关注方向,提出进一步完善管理体系、精细化分级分类、研究治理路径及公众参与机制等对策和建议,对促进入河排污口管理体系不断完善具有重要的参考意义。The supervision and management system of sewage outfalls into environmental water bodies at home and abroad and in Heilongjiang,the classification and management of domestic was studied.The process of the management of sewage outfalls in Heilongjiang Province is analyzed according to two stages of investigation,regulation and daily supervision.The first-level classification of sewage outfalls is used as the basic index,and the risk index easily obtained in the near future is selected,based on the condition judgment method,the classification principle and management mode of sewage outfalls in Heilongjiang Province are studied and formed.With the combination of the analysis of the type,quantity and distribution of sewage outfalls,this paper studies the Key point in the supervision and management of sewage outfalls,and puts forward countermeasures and suggestions to further improve the management system,refine the classification,study the treatment path and the public participation mechanism,which have important reference significance for promoting the continuous improvement of Management system of sewage outfalls into environmental water bodies.
