摘　　要：[研究目的]“揭榜挂帅”项目组织模式是为突破关键核心技术而提出,在全国多省市得到实践探索。作为我国科技体制改革的新举措,“揭榜挂帅”项目组织模式的实施现状需要得到系统研究,并对之提出优化对策。[研究方法]基于制度理论研究框架,通过政策分析、实地调研、问卷调查等方法研究北京市、上海市和广东省等省市“揭榜挂帅”项目实施情况,分析“揭榜挂帅”项目组织模式的实践效果。衡量实施情况的主要指标包括“揭榜挂帅”项目政策发布情况、学术研究趋势、组织机制、实践情况。[研究结论]“揭榜挂帅”项目组织模式在机制创新与技术攻关方面都取得了一些成果,但仍存在有待完善的地方。基于上述研究情况,提出了搭建应用场景开放平台、发挥智库战略咨询作用以及完善政府与企业互补关系的政策建议。[Research purpose]The project organization model of the open competition mechanism to select the best candidates was proposed to to achieve breakthroughs in core technologies in key fields and has been explored and practiced in multiple provinces and cities across the country.As a new measure of China's scientific and technological system reform,the project organization model of the open competition mechanism to select the best candidates requires a systematic study of the status quo of implementation of the model and the proposal of optimization countermeasures.[Research method]Based on the institutional theoretical research framework,this paper makes a comparative study of the implementation of the project in Beijing,Shanghai and Guangdong Province by means of policy analysis,field research,and questionnaire survey,analyzing the practical effect of the model.The key indicators to measure implementation are the policy release of the project,academic research trends,organizational mechanisms,and practical situations.[Research conclusion]The model has achieved some results in mechanism innovation and technological breakthroughs,but there is still room for improvement.Based on the above research,policy recommendations have been proposed to build an open platform for application scenarios,giving play to the strategic advisory role of think tanks,and improving the complementary relationship between government and enterprises.
