摘　　要：政府购买公共服务中的各主体既相互独立又密切衔接。只有从整体的视角建立起各个主体间协同治理的结构,形成有效的多主体、全过程的治理链条,才能推动政府购买公共服务的良性发展。SFIC模型认为一个有效的协同治理需要具备起始条件、催化领导、制度保障和协同过程四个方面。借鉴SFIC协同治理模型,政府购买公共服务的协同治理需要通过树立多元主体的协同治理理念、加强社会组织的能力建设、培育公众的参与精神来创造协同治理的起始条件,还需要通过明确政府与社会组织的边界以及构建多元开放的公众需求表达和决策参与的渠道来强化政府对购买公共服务协同治理的催化领导;此外还需要通过构建各主体协同的激励机制、健全各主体协同的监督机制来加强协同治理的制度保障并通过重视各主体间的信息共享、建立各主体间的信任机制来理顺协同的过程。The actors of government purchasing public services are both independent and intimately connected.Only from the overall perspective,establishing the structure of multi-actor collaborative governance and forming an effective whole-process governance chain can we promote the benign development of the government purchasing public services.The SFIC collaborative govermance model believes that an effective collaborative governance needs to have four aspects:starting conditions,catalytic leadership,institutional guarantee and cllaborative process.Using the SFIC collaborative governance model for reference,in order to achieve collaborative governance,the government purchasing public services needs to establish the collaborative governance notion of multiple actors,to strengthen the capacity of social organizations,and cultivate the participation spirit of citizens.It is also necessary to strengthen the catalytic leadership of government over the collaborative governance of purchasing public services by clarifying the boundary between government and social organizations and promoting citizen participation.Furthermore,the incentive mechanism of different subjects can be constructed and the supervision and evaluation mechanism of different subjects can be improved to strengthen the institutional guarantee of collaborative governance.The collaborative governance of purchasing public services should also streamline the process of coordination by paying attention to the information sharing and establishing the trust mechanism among the subjects.
