摘　　要：对当前土地房屋征收安置房回迁履约中地方政府失信问题的成因进行研究,对规范安置房回迁、保障被征收户权利具有重要意义。研究表明,地方政府经常成为失信一方的根源,除治理能力的因素外,土地房屋征收制度及相关政策不适应也是重要原因。在研究治理对策时,一方面要完善征收安置工作体系,提升地方政府治理能力;另一方面要坚持以人民为中心理念,实事求是完善征收安置的相关法规和制度。This paper analyzes and studies the causes of the discredit of local governments in the current rehousing contracts of land buildings,it is of great significance to normalize the relocation of resettlement houses and protect the rights of the expropriated households.The results show that the local government often becomes the root of the dishonest party.Research has shown that local governments often become the root cause of dishonesty,not only due to their governance capabilities,but also due to the inadequacy of land and housing expropriation systems and related policies.Therefore,in the study of governance measures,on the one hand,it is necessary to improve the system of expropriation and resettlement and enhance the governance capacity of local governments;On the other hand,it is essential to adhere to the people-centered concept,seek truth from facts,and to improve the relevant regulations and systems of expropriation and resettlement pragmatically.
