摘　　要：目的:分析现阶段城市公立医院合作办医发展情况、存在问题及优化策略,为推动分级诊疗政策落地和公立医院高质量发展提供实践参考。方法:梳理《国务院办公厅关于推动公立医院高质量发展的意见》发布以来,国内城市公立医院合作办医的主要模式,分析各模式的基本内容、发展优势和难点。从宏观、中观、微观角度分别提炼公立医院合作办医现存问题,提出相应的优化举措。结果:目前,国内城市公立医院合作办医主要有分院、委托管理和医联体3种模式,每种模式各有其发展优势和难点。同时,公立医院合作办医主要存在宏观层面统筹引领不到位、中观层面运行机制不健全、微观层面制度规范不完善等问题。结论:需从加强顶层设计、完善体制机制、强化制度建设等方面进行优化,加快推进城市公立医院合作办医高质量发展。Objective:To analyze the current development,existing problems,and optimization strategies of cooperative medical practices in urban public hospitals,providing practical references for the implementation of the hierarchical medical system and the high-quality development of public hospitals.Methods:The study reviews the main models of cooperative medical practices in urban public hospitals in China since the issuance of the"Guiding Opinions on Promoting the High-Quality Development of Public Hospitals"by the State Council.It analyzes the basic content,development advantages,and challenges of each model.The existing problems of cooperative medical practices in public hospitals are identified from macro,meso,and micro perspectives,and corresponding optimization measures are proposed.Results:Currently,there are three main models of cooperative medical practices in urban public hospitals in China:branch hospitals,entrusted management,and medical consortia.Each model has its own development advantages and challenges.However,there are issues such as inadequate overall guidance at the macro level,imperfect operational mechanisms at the meso level,and incomplete institutional regulations at the micro level.Conclusion:It is necessary to optimize the top-level design,improve systems and mechanisms,and strengthen institutional construction to accelerate the high-quality development of cooperative medical practices in urban public hospitals.
