摘　　要：HSE管理体系是以风险预控为核心,用于指导和规范企业安全生产的系统性管理方法。文章分析了施工HSE体系的概念与组成要素,重点阐述了石油化工工程施工HSE体系的建设路径,提出多项具备可操作性的建设策略。旨在合理控制风险控制,确保施工的稳定运行,促进整个施工质量的提升。The HSE management system is a systematic management method with risk prevention and control as the core,used to guide and standardize enterprise safety production.This article analyzes the concept and constituent elements of the construction HSE system,focusing on the construction path of the HSE system for petrochemical engineering construction,and proposes multiple feasible construction strategies.Intended to reasonably control risks,ensure stable operation of construction,and promote the improvement of the overall construction quality.
