数智时代算力经济全球化的资本逻辑及其极化效应

摘　　要：算力是数智时代的新型生产力。以美国为代表的发达资本主义国家通过控制全球算力产业关键链条,主导着算力经济的全球化进程。在资本逻辑的驱动下,算力经济全球化成为了数字资本主义全球扩张的“急先锋”:一方面,推动了全球算力的普及与进步,促进了世界数字文明的交流与互促;另一方面,加剧了垄断资本的跨国积累,不可避免地形成了全球范围内的算力鸿沟,并呈现出“算力财富”积累与“算力贫困”积累的极化效应。当前,我国正处于由算力经济大国迈向算力经济强国的关键阶段,既要抓住算力经济全球化发展机遇,也要有效应对其带来的风险挑战,加快发展算力新质生产力,积极推动构建公正合理的全球算力经济发展新秩序。Computing power is a new type of productivity in the era of digital intelligence.Developed capitalist countries represented by the United States dominate the globalization process of the computing power economy by controlling the key chain of the global computing industry.Driven by the logic of capital,the globalization of computing power economy has become the“vanguard”of the global expansion of digital capitalism.On the one hand,the globalization of computing power economy has promoted the popularization and progress of global computing power,and facilitated the exchange and mutual promotion of world digital civilization.On the other hand,it has intensified the cross-border accumulation of monopoly capital,inevitably forming a global computing power gap and presenting a polarization effect of"computing power wealth"accumulation and"computing power poverty"accumulation.Currently,China is at a critical stage of transitioning from large computing power economy a powerful one.We need to seize the opportunities presented by the globalization of computing power economy,as well as effectively respond to the risks and challenges it brings,accelerate the development of new quality computing power productivity,and actively promote the construction of a fair and reasonable new order for global computing power economy development.
