摘　　要：本文基于2023年发布的“深层协定”数据库,构建区域贸易协定深化的完整指标体系,全面探究区域贸易协定深化对国际创新活动的影响。研究发现:区域贸易协定深化促进了国际创新。在水平深化方面,RTA条款“、WTO+”条款“、WTO-X”条款的覆盖率和执行率均对国际创新产生了显著的正面效应。在垂直深化方面,技术条款深化对国际创新具有显著的正向影响;机制检验发现,区域贸易协定及技术条款深化通过推动研发要素的跨境流动以及跨国创新合作有效促进了国际创新;异质性分析发现,知识产权、数据保护和研究与技术条款对国际创新有显著的促进作用,区域贸易协定及技术条款深化对于北方国家和南方国家之间的创新促进效应最大,技术条款深化对高知识产权密集型行业的国际创新有显著的促进作用。本文结论对中国构建高标准自贸区网络与建设具有全球竞争力的开放创新生态具有重要的政策启示。Based on the"Deep Agreement"database released in 2023,this paper constructs a complete indicator system for the deepening of regional trade agreements(RTAs),and comprehensively explores the impact of RTAs deepening on international innovation activities.Research finds that the deepening of RTAs promotes international innovation.In terms of horizontal deepening,the coverage and implementation rates of RTA provisions,WTO+provisions,and WTO-X provisions all have significant positive effects on cross-border innovation.In terms of vertical deepening,the deepening of technical provisions has a significant positive impact on international innovation.Mechanism testing finds that the deepening of RTAs and technical provisions effectively promotes international innovation by promoting the cross-border flow of research and development factors and cross-border innovation cooperation.Heterogeneity analysis finds that intellectual property,data protection,and research and technology clauses have a significant promoting effect on international innovation.Regional trade agreements and deepening of technical provisions have the greatest promoting effect on innovation between northern and southern countries,while deepening of technology provisions has a significant promoting effect on international innovation in high intellectual property intensive industries.The conclusion of this paper has important policy implications for China's construction of a high standard free trade zone network and the development of an open innovation ecosystem with global competitiveness.
