摘　　要：推动黄河流域城市土地利用效率提升,是黄河流域生态保护和高质量发展国家战略顺利实现的关键环节。文中以黄河流域为研究区,运用超效率SBM模型对黄河流域城市土地利用效率进行评价,采用面板Tobit模型探究财政分权对城市土地利用效率的驱动效应,并通过构建中介效应模型检验技术创新和外商投资的中介效应。研究结果表明:1)2009-2021年,黄河流域城市土地利用效率发生转移的城市主要集中在中上游地区,保持稳定的城市主要集中在下游地区。2)财政分权对黄河流域城市土地利用效率具有正向促进作用,且影响效果存在区域异质性。3)技术创新和外商投资在财政分权与城市土地利用效率之间存在部分正向中介效应,财政分权能够通过技术创新和外商投资促进黄河流域城市土地利用效率提升。Promoting the improvement of urban land use efficiency in the Yellow River Basin is a key link for the smooth realization of the national strategy of ecological protection and high-quality development in the Yellow River Basin.In this study,the urban land use efficiency in the Yellow River Basin was evaluated by using the super-efficiency SBM model,the driving effect of fiscal decentralization on urban land use efficiency is explored by using the panel Tobit model,and the intermediary effect of technological innovation and foreign investment are tested by constructing the intermediary effect model.The results show that:1)From 2009 to 2021,the cities in the Yellow River Basin that have experienced a shift in land use efficiency are primarily located in the middle and upper reaches,and the cities where the land use efficiency keeps stable are mainly concentrated in the lower reaches.2)Fiscal decentralization positively promotes the efficiency of urban land use in the Yellow River Basin,with the effect showing regional heterogeneity.3)Technological innovation and foreign investment play a partially positive mediating role between fiscal decentralization and urban land use efficiency.Fiscal decentralization can enhance urban land use efficiency in the Yellow River Basin by fostering technological innovation and attracting foreign investment.
