民营经济助推凉山州经济高质量发展路径

摘　　要：民营经济是推进中国式现代化的生力军,是高质量发展的重要基础,对增强县域经济整体实力、缩小城乡区域发展差距、推动凉山州经济高质量发展和现代化建设具有重要意义。“十三五”期间,民营经济在推动凉山州经济增长、城乡就业、产业转型升级和城乡区域协调发展中作出重要贡献。然而,随着我国社会主要矛盾和发展理念的转变,民营经济发展及其对国民经济发展贡献和满足人民美好生活需要面临新的挑战,民营经济持续稳定地区经济增长能力、吸纳城乡就业能力、企业科技创新投入,对助推凉山州经济实现高质量发展还有较大差距。因此,民营企业应抓住凉山州资源和政策的比较优势,接续做大做优蛋糕;强化科技创新,延伸产业链、价值链;同时,政府应强化企业与农民利益联结,促进充分就业勤劳致富;因势利导,持续优化营商环境。Private economy is both the major force to promote China-style modernization and an important foundation for quality development,which is of great significance for strengthening county-level economy,narrowing the development gap between urban and rural areas,and promoting Liangshan Prefecture's quality economic development and modernization.During the 13th Five-Year Plan period,private economy had made great contributions to Liangshan Prefecture's development in economic growth,urban and rural employment,industrial transformation and upgrading,and coordinate development of urban and rural areas.However,there is still a large gap between private economy's abilities to continuously stabilize economic growth,to absorb urban and rural employment,to invest in corporate R&D,and to get first-class business environment created by the government,and its abilities to boost Liangshan Prefecture's quality development.Therefore,we made the following proposals:Private enterprises should make full use of the comparative advantages of resources and policies in Liangshan Prefecture to improve their abilities to make profits;they should improve their scientific and technological innovation abilities to extend their industrial value chains;meanwhile,the government should strengthen the connection between private businesses'and farmers'interests to promote full employment and common wealth;the government should adapt to situations and continuously optimize the business environment.
