新疆棉花和纺织服装产业集群高质量发展的底层逻辑与实施路径

摘　　要：新疆棉花产业规模庞大,为中国棉花产业布局关键一环,现急需平衡增长量与提升品质,推动棉花及纺织服装产业集群高质量发展。此举对增强棉纺织产业安全韧性、扩大内需循环、促进就业及民生改善具有深远意义。以新疆棉花和纺织服装产业集群为研究对象,提出新疆棉花和纺织服装产业集群高质量发展要以产业为支撑,推动产业升级,提高产业链现代化水平;要以平台为支撑,加快建立体系化创新平台;要以品牌为支撑,不断提升和打造“新疆棉”集群品牌效应。在分析新疆棉花和纺织服装产业集群面临的机遇与挑战的前提下,提出加快新疆棉花和纺织服装产业集群高质量发展的实施路径:一是要构建完整产业链,打造棉花和纺织服装产业集群发展新空间;二是要加大新疆人才培养和引进力度,建立体系化创新平台;三是要打造区域棉纺织品牌,提升新疆棉纺织产业知名度与竞争力。Xinjiang cotton industry is a large scale and a key part of China’s cotton industrial layout.It is urgent to balance the growth and improve quality to promote high-quality development of cotton and textile and garment industry cluster.This move is of far-reaching significance in strengthening the cotton textile industry security resilience,expanding the domestic demand cycle,as well as promoting employment and improve people's livelihood.Taking Xinjiang cotton and textile and clothing industry cluster as the research object,this paper proposes that the high-quality development of Xinjiang cotton and clothing industry cluster should promote industrial upgrading to improve the modernization level of industrial chain,accelerate the establishment of a systematic in⁃novation platform,and constantly improve and create the“Xinjiang cotton”cluster brand effect.On the premise of analyzing the op⁃portunities and challenges faced by Xinjiang cotton and textile and clothing industry clusters,this paper puts forward the implemen⁃tation path to accelerate the its high-quality development in 3 aspects:to build a complete industrial chain and create a new devel⁃opment space;to strengthen the cultivation and introduction of talents in Xinjiang,and establish a systematic innovation platform;to build a regional cotton textile brand to enhance the visibility and competitiveness of Xinjiang cotton textile industry.
