可持续发展视域下我国粮食绿色低碳生产转型分析

摘  要:粮食绿色低碳可持续发展是统筹发展与安全、协调稳产与减排、保障粮食安全与生态安全的重要举措。文章测算了全国、分地区、分品种的粮食生产的碳排放、碳吸收、净碳效益及减排潜力。结果发现:在粮食支持政策力度不断加大、绿色生产技术应用水平不断提高背景下,我国粮食生产的低碳效益突出,但区域发展不平衡,主产区较高、平衡区较低;品种差异较大,玉米、水稻、小麦效益高,大豆、薯类效益低。从碳排放强度和净碳效率方面看,主产区和平衡区的粮食生产都具有很大的碳减排空间。建议不断完善顶层设计,加快技术创新,因地制宜制定阶段性碳减排目标,促进绿色可持续发展,实现粮食安全和“双碳”目标协同发展。Green,low-carbon and sustainable development of grain is an important measure to coordinate development and securi⁃ty,stabilize production and reduce emissions,and ensure food security and ecological security.By calculating the carbon emis⁃sions,carbon absorption,net carbon benefits,and emission reduction potential of grain production at the national,regional,and va⁃riety levels,the paper finds that the low-carbon benefits of grain production in China are prominent due to the continuous enhance⁃ment of grain support policies and the continuous improvement of the application level of green production technology.However,the regional development is uneven,with higher levels in main production areas and lower levels in balanced areas;there are signif⁃icant differences in grain variety too,with high benefits for corn,rice,and wheat,and low benefits for soybeans and potatoes.From the perspective of carbon emission intensity and net carbon efficiency,there is significant room for carbon reduction in grain pro⁃duction in both the main and balanced areas.It is suggested to improve the top-level design,accelerate technology research,and set phased emission reduction targets in light of local conditions,to promote green and sustainable development,and achieve coor⁃dinated development of food security and carbon peaking and carbon neutrality goals.
