摘 要:中国宪法的鲜明特色在于创置了人大监督、检察监督和公民监督等多种类型的监督制度,展现出强大的权力监督功能。2018年监察委员会入宪,其权力监督功能得到了进一步强化。中国宪法构建了权威高效的监督体系,明确了集中统一的监督领导体制,形塑了对监察委员会的多元化监督机制,为权力监督功能的发挥提供了系统性的制度平台。社会主义国家权力的一体性塑造了中国宪法的监督制度体系,而马克思主义政党的自我革命性则为其权力监督功能的实现提供了动力源泉。中国宪法权力监督功能的有效发挥还依赖于一系列配套制度的发展与完善。A distinctive feature of the Chinese Constitution is its establishment of multiple supervisory mechanisms,including supervision by the National People's Congress,the Procuratorate,and citizens,demonstrating a robust system for overseeing power.The inclusion of the National Supervisory Commission in the Constitution in 2018 further strengthened this supervisory function.China's Constitution has developed an authoritative and efficient supervisory framework,clarified a centralized and unified supervision and leadership structure,and created a diversified supervisory mechanism within the supervisory commissions,providing a systematic institutional platform for the exercise of supervisory power.The unity of power in the socialist state has shaped the supervisory system of the Chinese Constitution,while the Marxist party's commitment to self-reform serves as a driving force behind the realization of this supervisory function.The effective exercise of the supervisory function of the Chinese Constitution also depends on the continuous development and improvement of a series of supporting institutions.
