“留改拆”背景下北京综合整治实践分析及策略研究:基于中国招标投标公共服务平台公开案例的信息提取分析

摘　　要：目前,城市更新正处于以大拆大建为主的“拆改留”转向以保留为主的“留改拆”的过渡时期,其中“留”所对应的综合整治行动成为城市更新中越来越重要的部分,但却面临着资金来源持续性不足、涉及权利主体复杂、缺乏明确管控要素等困境,北京综合整治就是其中的典型。本文结合近年来相关政策整理了北京综合整治的政策阶段导向与空间圈层功能定位,并通过中国招标投标公共服务平台收集近年来北京综合整治公开案例信息,分析了北京综合整治实践的综合特征、各阶段政策导向的落实情况、对所在空间圈层功能的优劣势影响,并结合分析结果从资金来源、空间分布、空间尺度、整治深度等方面提出提升策略。At present, urban renewal is in a transitional period from "Demolition, Reconstruction and Preservation", dominated by large-scale demolition and construction, to "Preservation, Transformation and Demolition" dominated by preservation, in which the comprehensive improvement action corresponding to "Preservation" has become an increasingly important part of urban renewal, but it face difficulties such as insufficient funding sources, complicated rights subjects, and unclear control factors.Comprehensive improvement in Beijing is a typical example of this. Based on relevant policies in recent years, this paper sorts out the policy stage orientation and spatial circle function orientation of the comprehensive improvement in Beijing, and collects the public cases information of the comprehensive improvement in Beijing in recent years through the China Tendering and Bidding Public Service Platform,analysing the characteristics of the comprehensive improvement practice in Beijing, the implementation of the policy orientation at each stage, and the impact of the advantages and disadvantages on the functions of the spatial circle. Based on the analysis results, this paper puts forward promotion strategies from the aspects of capital sources, spatial distribution, spatial scale and renovation depth.
