平台性政府:概念渊源与边界考察——多边平台和平台组织学的视角

摘　　要：平台革命时代与平台经济社会孕育政府平台组织建设,多边平台已成为一种新的组织范式,而既有研究缺乏多边平台概念基础和平台组织学的分析视角。考察界定平台性政府概念及边界,对于科学认识其学理定位、避免建设偏误,进而推进政府理论创新与治理现代化尤为重要。平台性政府是匹配平台经济基础、推行平台型治理的政府组织模式,以多边平台业务主办方和多边平台载体承办方的组织身份出现,表现为“科层为体、平台为用”的嵌套结构,按照“政府多边平台+不同价值创造主体”的模式运作,实际上是一种基于价值网络的生态互动型组织。平台性政府是对科层制政府的突破与局部替代,与科层制政府对立共生且优势互补。平台组织属性推动互动共治,支撑公民主权与政绩合法,而科层制底座确保秩序可控,维系政府主政与政治合法。平台性政府以数字平台为依托和建设突破口,重塑治理结构、权责体系与组织模式,以突破数字平台的技术理性和单一面向。平台性政府与平台型治理在互生中交融,是治权开放基础上公共品多元供给、协作创新与公共事务参与合作的治理模式。Platform Typed Government is a government form and operation mode that matches platform economy and integrates into the platform-based governance,an organizational configuration that provides the carrier and sponsors the affair of multi-sided plat⁃forms,appearing as a platform organizer of multi-sided platform business and a platform organizer(owner)of multi-sided platform carriers,and as a structure of"hierarchy as the body and platform as the use"operates in a model of multi-sided platforms+differ⁃ent value creation entities,which is actually an ecological interactive organization based on value networks.Platform Typed Govern⁃ment is a subversion and partial replacement of bureaucracy government,which is opposed,coexisting,and complementary in ad⁃vantages to a bureaucratic government.The organizational attributes of the platform promote interactive governance,support citizen sovereignty and legitimate political achievements,while the bureaucratic foundation ensures controllable order and maintains gov⁃ernment governance and political legitimacy.Platform Typed Governments rely on digital platforms as a breakthrough point,reshap⁃ing governance structures,rights and responsibilities systems,and organizational models to break through the technological rational⁃ity and single orientation.
