分权改革视角下的区域协同融通发展——以长三角区域为例

摘　　要：行政性分权为主、经济性分权不足是我国分权改革的主要特征,也是阻碍区域协同融通发展的主要障碍。行政性分权为地方政府提供了与区域协同融通发展相矛盾的行为激励,在一定程度上成为地方政府排除与限制市场竞争、阻碍区域合作的利益动机。经济性分权的不彻底,为地方政府分割和保护市场行为提供了工具与手段。促进分权改革从行政性分权走向经济性分权,推进高标准市场体系建设和政府职能转变,是强化区域协同融通发展的关键举措。但这一改革需要在稳中求进、先立后破的原则下,先易后难,循序渐进。结合长三角区域协同融通发展的实践探索,建议通过制度创新与法治建设,推动区域协调发展的“有效市场”与“有为政府”建设,并进一步激发市场活力,发挥好企业在区域经济一体化中的重要作用。Administrative decentralization is dominant and economic decentralization is insufficient,which is the main feature of China's decentralization reform and the main obstacle to regional coordinated integration and development.Administrative decentralization provides local governments with behavioral incentives that contradict regional coordinated integration and development,and to a certain extent becomes the interest motivation for local governments to exclude or restrict market competition and obstruct regional cooperation.The incomplete nature of economic decentralization provides local governments with the tools and means to fragment regional market.Shifting from administrative to economic decentralization by advancing the construction of a high-standard market system and transforming government functions,are essential steps to strengthen regional coordination and integration.However,this reform process must adhere to the principle of achieving progress while maintaining stability,prioritizing easier tasks before more difficult ones,and progressing incrementally.Drawing from the practical exploration of coordinated integration and development in the Yangtze River Delta region,it is recommended to promote institutional innovation and legal reform to foster both an"effective market"and a"proactive government"for regional coordination.Moreover,efforts should focus on stimulating market vitality and fully leverage the leading role of enterprises in regional economic integration.
