摘　　要：不少研究从政府、市场,或二者交互的角度解释了产业升级遇阻的主要原因,却几乎无人讨论政府与市场的相对时间关系的重要影响。通过考察山县农村电商产业发展的典型案例,本文试图回答,为什么作为山县特色产业的A果在山县政府大力扶持和数字经济大潮的双重红利下却没有高质量地实现农产品交易电商化?本研究提出“政府-市场异步困境”的概念,用以概括基层政府的慢决策与市场的快发展之间的不同步对地方产业发展所形成的结构制约。在项目制的背景下,政府与市场、政府部门间、市场主体间的多重脱节与失调是县域农产品电商化失败的重要原因。这一发现有助于我们进一步认识政府与市场间关系的复杂性,为如何更好地推动县域传统产业转型、发展新质生产力提供新的视角。Many studies have explained the main reasons for the resistance of industrial upgrading from the perspectives of government or market or the interaction of the two,but almost no one has dis‐cussed the important impact of the relative time relationship between government and market.By exam‐ining the typical case of rural e-commerce industry development in Shan County,this paper will try to answer the question of why jujube,as a major agricultural product of Shan County,has failed to realize e-commerce of agricultural products in high quality under the double dividends of Shan County govern‐ment support and the tide of digital economy.This study proposes the concept of“government-market asynchronous dilemma”to summarize the structural constraints on the development of local industries caused by the asynchrony between the slow decision-making of the primary level government and the fast development of the market.In the context of the project-based system,the multiple disconnections and dislocations between government and market,between government departments,and between mar‐ket players are important reasons for the failure of e-commerce of agricultural products in the county.This finding helps us to further understand the complexity of the relationship between government and market,and provides new perspectives on how to better promote the transformation of traditional indus‐tries and the development of new-quality productivity in the county.
