乡村数字治理中“数字关键人”的实践逻辑与成效分化——基于村支书行动策略的类型学分析

摘　　要：村支书作为乡村治理的“关键少数”,在推动乡村数字化治理的进程中扮演着至关重要的角色,被视为乡村治理数字化转型的“数字关键人”。学术界主要从国家和社会两个视角来探讨数字技术下乡的局限性,本研究则进一步揭示了“数字关键人”在弥合国家与社会两端张力中发挥的关键作用。通过对“数字关键人”社会动员能力和技术应用能力的深入考量,本研究将其细化为四类:数治融合者、数字短效者、“盆景”打造者以及数字无为者。根据具体案例的呈现与分析,探讨了这四类角色在乡村治理数字化实践中的行为逻辑、成效分化及其影响因素。研究发现,技术可及性、利益可见性以及关系融通性构成了影响“数字关键人”作用发挥的三个核心影响因素,它们在不同程度上直接或间接地推动了乡村数字化进程的深化。本研究不仅为乡村治理数字化转型的理论研究提供了新的视角和理论框架,也为政策制定者提供了实证依据和策略启示。As a“key minority”of rural governance,village secretaries play a crucial role in pro‐moting the process of digital governance in the countryside,and are regarded as“digital key persons”in the digital transformation of rural governance.While academics have mainly explored the limitations of digital technology in the countryside from the perspectives of the state and society,this study further re‐veals the key role played by“digital key people”in bridging the tension between the state and society.Through in-depth consideration of the social mobilization and technological application capabilities of the“digital key people”,this study breaks down the“digital key people”into four categories:the digi‐tal governance integrators,the digital short-termers,the bonsai builders,and the digital inactive.Based on the presentation and analysis of specific cases,the behavioral logic,effectiveness differentiation and their influencing factors of these four types of roles in the digital practice of rural governance are ex‐plored.It is found that technology accessibility,benefit visibility and relationship integration constitute the three core factors affecting the role of“digital key people”,which directly or indirectly contribute to the deepening of rural digitalization process in different degrees.This study not only provides a new per‐spective and theoretical framework for the theoretical study of the digital transformation of rural gover‐nance,but also provides empirical evidence and strategic insights for policymakers.
