近代浙江省财政中经济建设支出刍论

摘　　要：近代以降,随着王朝国家向现代国家转型,经济建设逐渐成为地方政府的重要职能之一。从财政支出结构来看,在南京国民政府成立后的最初十年间,浙江的经济建设支出占比是北洋时期的7倍以上,但也只是回到清末新政时期的水平。近代浙江省政府在经济建设职能的履行上,经历了北洋时期十余年的断裂。同时,省财政自主性的强弱与经济建设的投入之间并不存在正比关系。尽管1927至1936年间浙江省政府对于经济建设的投入要超过全国平均水平,但其财政支出结构并没有达到合理化的程度。With the transition from dynastic state to modern state,economic construction has grad‐ually become one of the important functions of local governments since the late imperial period.From the perspective of financial expenditure structure,in the first decade after the establishment of the Nan‐jing Nationalist Government,Zhejiang provincial economic construction expenditures accounted for more than seven times as much as that of the Northern Warlords Government period,but merely back to the level of the late Qing dynasty.The modern Zhejiang provincial government has experienced a break of more than ten years in the Northern Warlords Government period in the fulfillment of economic con‐struction functions.At the same time,there is no positive relationship between the strength of provincial financial autonomy and the investment of economic construction.Although the Zhejiang provincial gov‐ernment’s investment in economic construction between 1927 and 1936 was more than the national aver‐age,its financial expenditure structure did not reach a rationalized level.
