摘　　要：新版《基础设施和公用事业特许经营管理办法》对标《关于规范实施政府和社会资本合作新机制的指导意见》,进一步规范基础设施和公用事业的特许经营活动。《新办法》实施对城镇燃气行业带来3方面重大影响:提升燃气项目经营稳定性和评估价值;加强对燃气企业运营监测评价与风险评估;激发民营和境外资本投资活力。对照《新办法》的具体规定以及各地出台的特许经营项目中期评估内容和评估指标,燃气特许经营项目实施中应重点关注公共性、经营性和安全性3个维度:在公共性方面着力规范项目建设实施和运行,在经营性方面着力提升项目质量和效益,在安全性方面着力保障项目全周期安全和稳定。《新办法》将提高燃气特许经营项目实施质效,保障行业安全可持续发展。The new version of Infrastructure and Public Utilities Franchise Management Measures is in line with the"Guiding Opinions on Regulating the Implementation of New Mechanisms for Government and Social Capital Cooperation",which further regulates the franchising activities of infrastructure and public utilities.It will have a significant impact on the town gas industry in such three aspects as enhancing operational stability and the value of assessment of gas projects,strengthening the monitoring,evaluation,and risk assessment of gas enterprises'operations,as well as stimulating the vitality of private and overseas capital investment.Compared with the specific provisions of the new Measures and the mid-term evaluation contents and evaluation indexes of franchise projects issued by various places,the implementation of gas franchise projects should focus on such three dimensions as publicity,operation,and safety,strive to standardize the implementation and operation of project construction in terms of publicity,strive to improve the quality and efficiency of the project in terms of operation,and strive to guarantee the safety and stability of the project throughout the entire project cycle in terms of safety.It will improve the quality and efficiency of gas franchise project implementation,and ensure the safe and sustainable development of the industry.
