摘　　要：进一步全面深化改革需要改革共识凝神聚力,而只有在对改革共识的属性进行深入剖析的基础上,才能准确把脉改革共识的发展及嬗变特征,充分考量凝聚改革共识面临的主要困境,进而寻究凝聚改革共识的对症之策。基于“主体—客体—环体”的分析框架,可以发现公众改革认知的流变、改革实践的流变以及改革环境的流变,使得改革共识具有鲜明的流变属性。基于对造成改革共识流变属性的三种要素的分析可得出结论:凝聚改革共识须在认同品格建构、改革实践回应、改革环境契合方面动态性地“三管齐下”。The reform consensus is the internal driving force for comprehensively deepening the reform.Only on the basis of deep analysis of its attributes can we accurately understand the development and evolution characteristics of the consensus of the reform,fully consider the main difficulties faced by the reform consensus,and then explore the effective cohesive way of reform consensus.Based on the subject-object-environmental analysis framework,it can be founded that the changes in public reform cognition,reform practices,and the reform environment mark the reform consensus with distinctly changeable attributes.Based on the analysis of the three elements that influence the evolving nature of reform consensus,it is necessary to dynamically approach the building of reform consensus through a three-pronged strategy:constructing an identity character,responding to reform practices,and aligning with the reform environment.
